What's the result of:
update-rc.d speech-dispatcher defaults
What's the result of:
spd-say "any text"
What's the echo of:
ps aux |grep speech-dispatcher
Did you edit the mentioned config files?
If speech-dispatcher is running (see the ps command), does it speak?
If not type:
killall speech-dispatcher
and then:
speech-dispatcher
Does it now talk?
If so, edit the startup script in /etc/init.d as I told you.
Note: You must do all this work as root.
