To track this down further, try the following:
service NetworkManager stop
NM_SERIAL_DEBUG=1 /usr/sbin/NetworkManager --no-daemon
then make the connection (or try anyway), and wait for failure. Then
copy the NM output and reply with it. That'll show exactly what
statement the modem is locking on.
