Actually, we used a very similar system last year with a smaller jury -

for the "pick top 3" round.

The problem was the lag between asking for preference shortlists and 
getting them. A ping time for something like this of 2 to 3 days is not 
unusual. Afterwards, getting everyone together to narrow the shortlist 
down to 1 is a pain too.

But please, by all means, go ahead. There are some subtle differences in 
this (like deadlines for each step) which will make a difference.
