I'd say this is too theoretical; this is about making old code
prevail, and old code doesn't do that ipso facto.
For new code, well, surely someone could abuse this, but anyone
understanding the API wouldn't, and well, of course there are always
people who abuse APIs, but in general I'd say it's not really
neccessary to enforce that the "old style" H/V-widgets aren't
flippable by any means; just saying I don't think it's worth putting
too much effort into it.
