This sort of "how should we group these things so people will find them"
question would be well-suited to some sort of card sorting exercise with
a handful of users:

Maybe I could try and arrange to do something like that here, although
it would most likely just be with some engineers, so not as
representative a selection of users as you'd want, really.

I don't disagree that there may or may not be a better place to put
Keyboard Shortcuts... although the only equivalent I can think of right
now is on the Mac, where they do indeed form part of the Keyboard &
Mouse capplet.
