Hm, Tracker/XESAM for doing what exactly?
Greets
XESAM and Tracker can store metadata (tags and emblems for instance) for files. So you could use them as your database if XAs are not availiable. The good thing about it is that it will be far more accessible to other apps then making your own db.
However, from the Xesam wiki:
Concepts like value added services, tagging, and contextual- and
related information are also among the buzzwords du jour. This is
heavily interconnected with the world of searching. When the xesam
search specification is (nearly) set in stone we will start to work on
a desktop metadata specification, that should allow for such metadata
dependent technologies to become available on the free desktop.
So Xesam might not be ready for this yet, but you should try Tracker.
