sorry for double posting forgot to include that in the end it's the
person's choice whether they want to 'waste' the few seconds it takes
to shutdown/bootup or not.  The user will look at the value of
shutting down and saving some energy vs. the few seconds they might
have to wait to boot up and make the choice that is right for them.
