Didn't we keep CVS available in a read-only mode for some time after the
SVN switch? We could do the same here. And we should avoid changing
the SVN URLs, because some of our externals may point to other GNOME SVN
repos (and some poorly maintained non-GNOME-hosted SVN repos may have
externals pointing at us!).
