Texinfo has concepts like section heading and links. Plain text does not
(humans can sort of identify them, but they're not completely defined).
So the Texinfo markup contains much more information and will lead to a
more faithful transformation (plus it can possibly be done
automatically, since a texinfo -> docbook converter would be generally
useful).
