There is already a Bazaar plugin found here:
https://launchpad.net/bzr-gedit/Not sure whether or not that should be included in the scope of this.
I think that this has the potential to become pretty advanced, but I'm not sure the creation of repositories is in the scope of this. There's usually some other overhead involved with that, that may not be appropriate here.
I agree that a feature map of features between VCS would be nice. Initially though, we could easily cover the basics that everyone knows to be common between SCM systems (update, add, edit, commit, update.)
