According to
<https://developer.gnome.org/gtk3/stable/GtkSettings.html#GtkSettings.description>,
you should be able to put it in ~/.config/gtk-3.0/settings.ini. Note
however your desktop may be overriding the default from settings in
DConf or similar, so it may be worth search for the current value using
something like dconf-editor.
In cases like this Geary should always display an app menu anyway, so
I've filed Bug 770617
<https://bugzilla.gnome.org/show_bug.cgi?id=770617> to take care of
this anyway.
