Goals are broken down into concrete goals, things you can say "yes, that happened" and "discretionary" which is things the board will have to make a subjective call on whether or not it's done.
Most of the concrete goals are tied to fundraising. They aren't all fundraising but they don't pay out unless we raise substantially more funds.
