It refers to the Subject header.
Yes, the "Subject: header" is "foo bar" , but due to the colon we
likely read that the "Subject:" is "header foo bar" ;). However, it's
seemingly a mailman default and unlikely anybody cares about it. I
guess I noticed it today for the very first time.
It's debatable. Quite often the header designations include the colon.
I know I tend to say Subject: rather than Subject, From: instead of
From etc. I know it looks odd but it's quite common.
