Oh, really? You can't use the keyboard to move inside the list?
Select a mail, right-click, select labels, move with the mouse over
the list, start using the arrow keys to move up and down. Use <Pos1>
and <End> key to move to beginning and end of list respectively.
Instead of right-clicking you can use Shift-F10 to get the pop-up.
Works nicely here with metacity window manager and gnome 2.28.
