Yes, it's pretty funky. Less obscure syntax than procmail, IMO. E.g.:

You mean, can users set up their own filters without modifying root
config files?
Yes, they can. Users can use that syntax in a .exim-filter or
.forward file in their home directory (assuming exim is configured to
look for such a beast; I think it is in its default configuration)
