More importantly, I tested mkisofs from the shell directly with options 
--iso-level 2 -R -J and the resulting ISO does *NOT* have the added 
period in the Joliet extension.

You should be able to configure brasero to use mkisofs.

BTW: be careful not to use the "genisoimage" program or a link to that program.
Genisoimage is a frozen version of a mkisofs from 2004 with plenty of Debian 
specific bugs added.
