For reasons I don't recall, they're GTK_ICON_SIZE_BUTTON. Could you try 
GTK_ICON_SIZE_SMALL_TOOLBAR, or GTK_ICON_SIZE_LARGE_TOOLBAR, and let us 
know which size works best?
