  I can't reproduce this:

orchis:~ -> cat /etc/redhat-release 
Red Hat Linux release 7.2 (Enigma)
orchis:~ -> rpm -q libxml2 libxml2-devel
libxml2-2.4.13-1
libxml2-devel-2.4.13-1
orchis:~ -> rpm -q man
man-1.5i2-6
orchis:~ -> 

and man libxml or man libxml2 works fine.
