Just like Havoc said before - there are no standard "legacy" way,
and that is exactly why proper gravity handling has been reiterated and 
explained in greater details in EWMH.

There aren't many apps that really rely on broken behaviour, and the 
only way to get them fixed is to have all WMs behave in standard way, so 
that buggy behaviour of apps could be clearly seen by anybody.

Meanwhile, to keep your users happy you could let user override gravity 
hint based on client Name/Class, using some additional config parameters.
