not wishing to wade into the politics here but *useful* apps originally
written in a VM have tended to get rewritten at some point in a native
language due to not wanting the overhead of a VM. 

This is true of java apps (EG c++ lucene) just as much as its true of
mono (Gnote) or other VMs

I personally see rewriting into native code as an optimisation where
relevant

Sure, I agree with that.

It is fine to port CLR libraries to make them usable in any language
(in case there is really a CLR library that has no equally usable C
replacement). It's porting an end-user app just make a showcase of it,
that I'm not happy about.
