Yes, and that's why '=' would be a silly choice. :-)
Seriously, the position of these keys vary among the many different
keyboard layouts that are used internationally, and when a shortcut is
decided that has to be taken into account[1]. So it's entirely possible
that your keyboard layout requires the use of Shift for '+' and not for
'=', while the opposite is true for the keyboard layout I'm using, and
that thus neither of these shortcuts is optimal in that sense.
