It seems window cycling needs one or more modifier. I tried F11 without
modifier and it didn't work, as I expected. wm/commands/x-cycle.jl says:
;; [ assumes command invoked by MOD-KEY, i.e. M-TAB by default ]
This is related to Timo's recent comment:
