Oops, looks like MusicBrainz (or parts of) are non-free; whereas FreeDB is well, free... ;-)

When you say "suitably tagged" do you know what tags Banshee uses to
determine the album cover?  I would guess the MusicBrainz DiscID should

I don't know offhand, but I have plenty of files (all tagged with
MBz's Picard). Let me know how and I'd be happy to supply the tags
here.

According to these blog posts, the MusicBrainz covers come from Amazon
anyway - but using MusicBrainz's cover mapping would probably be better
than a simple Amazon search:

I guess we could use the MusicBrainz XMLWebService to get the release
information - in particular the Amazon ASIN (which we then use to get
the correct cover from Amazon):

Looking here, at the Banshee Album-Art plugin, I can see no mention of
MusicBrainz: http://code.google.com/p/album-art-plugin/

That's a random third-party plugin, but not one that I use.

Could you give some more information about how album cover art works in
Banshee with MusicBrainz?

I'm not exactly sure; even with all the Banshee plugins off, it still
retrieved the cover art (which is not saved locally, by the way).
