My goal for this is that we as the release team define what we
release, and to provide some written down guidance for decisions
around dependencies and portability questions.

I don't want to go too far into philosophical questions like 'what is
a desktop' or 'what is gnome'  (even though I used that title...).

But using the preferred term for our product is indeed a good idea. I
think "GNOME 3" is what we officially call our product, not "GNOME
desktop". We're not going to get entirely out of mentioning "desktop",
I guess.
