Hello,
onxruntime >=1.6 and <2.0 does only support python up to 3.8. It's why 
it fails on arch linux with python 3.10 and other similar environments.
I think you can also put a web address into the speech-dispatcher 
generic module configuration although I haven't tried for my-self.
