OK I figured out exactly what's happening and how to work around
it. When starting the live Ubuntu-MATE iso, even if you turn on the
screen reader as soon as you hear the tune, it is enabling assistive
technologies too late, so it has no immediate effect. This is how I
worked around it and got a speaking installer.
Start the live iso normally by pressing the enter key a few seconds
after booting, or just wait, as the timeout will take you to the same
place. Once you hear the tune letting you know it's started, press
alt+super+s to turn on the screen reader. Press tab, space, tab and
space. After the first space, you may hear the word "frame" spoken. Just
ignore it and move on to the second tab and space. You should hear
"screen reader on" again. Now press control+alt+d and your desktop
should gain focus. Now you can press alt_f1 and go up to logout. Press
the logout button and then press the enter key when you hear the bongo
drum sound. You will hear "eader off," then "screen reader on." Now just
opening the install Ubuntu MATE icon from the desktop will start a
speaking installer. Hope this helps.
