I installed translate-shell. I have  tested it by terminal commands.
It can translates words.
Also I downloaded the attached file.
Despite I checked by pressing Orca + C and my clipboard content was
read, I removed and installed SOPS again.
After installing and restarting Orca, by pressing Orca + C and my
clipboard content was read.
I copied the attached file in enabled plugins directory and restart
Orca but it does not translates. in fact it does nothing while
pressing Orca + m.
May be this is helpful, when I press Orca + m in Orca help mode there
is no definition for that.
Please help me.

Two questions else,
1. I took look at other plugins, is there any description or
information file about each plugin that describes requirements,
function of a plugin and which are default shortcuts? eg. I read
content of f123.pay it was too complex.
2. some plugins are .sh. Are their file name pattern and shortcut
definition the same as the pattern .pay files have? eg. battery.sh, is
there a default shortcut for it?

you need "translate-shell" installed to get it working. you can
install that using your package manager. or here:

you need to place the file at:
~/.config/SOPS/plugins-enabled/
keep the filename as it is.

just to get sure its installed properly,
did you get the clipboard content by pressing orca + c? this is
installed by default. if you hear your clipboardcontent, everything
is fine.
if not run:
# cleanup an broken setup:
rm -r ~/.config/SOPS
mv ~/.local/share/orca/orca-customizations.py
~/.local/share/orca/orca-customizations.py.bak
# reinstall SOPS
/usr/share/SOPS/install-for-current-user.sh

place your plugin then again, restart orca, and give a try.

Sadly the plugin manager of SOPS is currently broken. So you need
to install
the plugins manually.

The plugins define its shortcut in the filename.

The file need to be placed in:

~/.config/SOPS/plugins-enabled/

Glade is not appropriate because its TTS does not read all
languages
eg. Persian.
