thank for your reply.
I first installed SOP and run it, then I download a plugin as a sample
- "battery... sh". and I pressed Orca + CTRL + P to open Plugin
Manager, in the opened window I selected open plugin directory and
copied the plugin file but when I select install new plugin. it is an
empty. table.
How should I install or enable a plugin by Plugin Manager?

If it is available by pressing a shortcut globally it is better.
Glade is not appropriate because its TTS does not read all languages
eg. Persian.
2. does Orca has any plugin that can do that? If so, How can I get it?
I am using ubuntu with Mate desktop.
