Put another way, which speech-dispatcher daemon gets started depends on
which python-speechd library orca uses, which is specified by
PYTHONPATH.
e.g.
PYTHONPATH=/usr/local/lib/python3.8/site-packages orca
(depending which version your speech-dispatcher got compiled for)
