It is already the case:
$ echo $PATH
/usr/local/bin:/usr/bin:/bin:/usr/local/games:/usr/games
/usr/local/bin/speech-dispatcher should be launched instead of /usr/bin/speech-dispatcher
But if orca is /usr/bin/orca then /usr/bin/speech-dispatcher will be launched even if /usr/local/bin/speech-dispatcher exists.
