Right now, mate seems to be the best option which is both relatively low on memory footprint as well as high on accessibility.
I guess the pie 4 with enough ram could just do fine.
As I understand it, while there have been massive improvements in recent years, qt support for Orca is still kind of hit or miss and that it's recommended to stick to GTK-based applications as much as possible.
