Installing Orca on any ARM-based system running any flavor of Ubuntu
should be nearly trivial... that said, I've heard it's harder to get
Orca running properly with LXDE(the default desktop environment in the
Lubuntu variant) than for Gnome or mate, though it should still be
possible since LXDE is still a GTK-based DE.

The biggest issue might be whether the target machine has enough raw
power. The Raspberry Pi 3 is generally reported to only have enough
resources leftover after loading the core OS, DE, and Orca for a few
Firefox tabs or a couple of LibreOffice documents and is generally
considered impractical compared to running a text-only setup with
espeakup or Fenrir, and pretty much all reports of the Pi 4 being
viable for doing actual work with an accessible GUI have been from
people with the 4GB version of hte Pi 4.

Admittedly, not all ARM computers are made equal, and the Raspberry Pi
is kind of built for affordability over raw power, but considering how
old Android 4 is, unless your target machine was really high-powered
for its time, it might choke on orca even with LXDE being much lighter
than Gnome or Mate... if you can share the specs of the ARM-machine
you're trying to give a new lease on life, it might help in
determining whether it has enough horsepower to handle the combined
overhead of a DE and Orca.
