To make sure you could run
XDG_VTNR=1 orca --replace
(assuming your wayland session is running on VT 1)
Interestingly, it's VT2 for the session, VT1 for the gdm log-in dialogue.
The command above does connect to BRLTTY from within an established session, however.

I also cloned the gdm repository, and the code to set XDG_VTNR is still
there - hasn't been worked on since 2017, according to the commit history.
What is your distribution? I just tried with a fresh install of Debian
Buster and XDG_VTNR was properly set, and thus Orca output worked fine,
both in gdm and the user session.
