Slint use slapt-get, very similar to apt-get.
About building Orca from source, well Slint already has orca-3.31.4.
But if you want to build it from git master, just make a git pull,
make a compressed archive, then edit this file:
http://slackware.uk/slint/x86_64/slint-testing/source/orca/SLKBUILD
changing the source and the pkgver parameter then run:
fakeroot slkbuild -X
from a copy of this directory:
http://slackware.uk/slint/x86_64/slint-testing/source/orca
and install the resulting package in the same directory
with the command installpkg

to use your current distribution, that's perfectly fine.

What matters is not the age of a library but the age of the software
that you will actually use.
For instance all accessibility software in Slint are more recent than
in Ubuntu 18.04 LTS (bionic) and even than in Ubuntu 18.10 (cosmic).
Other examples: Slint ships lios 3, all Ubuntu version only 2.7.
But feel free to list the package for which you nee a very
recent version and I will tell you what you get in Slint

What's new? As mentioned in the ChangeLog:

The sighted can click on the Slint Dashboard => Information and
all users just type in a console or a terminal:

There shouldn't be much changes in the definitive ISO, but translation
of the yet in English only new texts in the installer and possibly a few
packages upgrades, unless tests show issues that should be fixed.
I will make available to the translators the new messages to translate
tomorrow.
