Hello,
I'm on Ubuntu Mate 18.04 but there's a difference between my system
and other users' systems in that in ~/.local/share/orca I have a
userSettings.conf file but the other systems running the same
distribution did not. Someone else mentioned it could be because at
one time I built Orca from source and ran it for awhile.

We looked in there and nothing was in there for Pluma. The use told me
that they pressed the cancel button, so why it's still speaking faster
in there is strange. But I'll see if they can save a setting or two in
there then perhaps we can clear it out then.

so that when they go into pluma the speed is faster than the other
programs. I was wondering if there is a way to either set the rate
once globally both system wide and for all the application specific
preferences, or can we clear all the application specific preferences
