After thinking a bit more I think the easiest way is to open the Orca
preferences for Pluma and reduce the speed level manually to the one
used in other applications.

and other users' systems in that in ~/.local/share/orca I have a
userSettings.conf file but the other systems running the same
distribution did not. Someone else mentioned it could be because at
one time I built Orca from source and ran it for awhile.

We looked in there and nothing was in there for Pluma. The use told me
that they pressed the cancel button, so why it's still speaking faster
in there is strange. But I'll see if they can save a setting or two in
there then perhaps we can clear it out then.
