I can reproduce this sometimes. And when I can it's because we're
getting multiple, and slightly different mouse events. In other words,
Orca is being told that you moved the mouse again and is presenting the
word at the new location under the mouse. I'll try to filter this out.

2) Move the mouse cursor on the name of a folder (not the icon, the name)
Result: Orca announces "folder name folder icon not selected folder name"
Expected result: Orca should announce "folder name folder icon not
selected" only
