[orca-list] When enabling speak object under mouse: it is needed to restart Orca to make the change working

Hello all,

Environment:
- Debian Sid
- Orca master

Steps to reproduce:
1) Launch Orca without "speak object under mouse" enabled
2) Go to the Orca preferences
3) Enabled speak object under mouse"
4) Press "OK" button to save and quit the Orca preferences

Result: speak object under mouse not working, it is required to restart Orca
Expected result: speak object under mouse should work
