In Windows could you bind the non-keypad down arrow to something else?

Yes, you can re-map the shortcuts.

For instance, what if a user wants to use Orca + Down Arrow to decrease
the rate of speech?

It's possible, orca+down arrow will be also orca+keypad down arrow if we implement the new behavior. If for you orca + down arrow and orca + kp down arrow should be distinguishable we could make it possible. For example we could decide if only orca + down arrow is mapped it would accept orca + down arrow or key pad down arrow but if the user defines explicitly orca + key pad down arrow and orca + down arrow it will distinguish them.

What do you think?

Best regards,
Alex.
