Ah, no, on the anchors of my webpage
http://dept-info.labri.fr/~thibault/enseignements.html.fr#InitInfo
I am not getting the issue when typing Enter on the PC keyboard, caret
navigation behaves properly as well as Orca 3.28.1. Sebastien, with
which command precisely does it not work?

Well it's odd, as if it's not only a matter of which command but also a
matter of the context in which the command is pressed.

More precisely, here is what I do:

1. Go to your page:

http://dept-info.labri.fr/~thibault/enseignements.html.fr

2. Press the down arrow key twice.

3. Click on the "L" of "L1" with the corresponding cursor routing key --
nothing happens.

4. Press Enter (no matter which keyboard) -- nothing happens

Does also nothing happen if you press Enter right after the down array
presses? (i.e. without pressing a cursor routing key in between)

If I press Enter as step 3 it works.

Ok, I have reported it as https://gitlab.gnome.org/GNOME/orca/issues/3
