[orca-list] On Github, orca doesn't follow anchor

Hello all,

Environment:
- Debian Sid
- Firefox 60.0.1 with e10s enabled
- Orca master

Steps to reproduce:
1) Open this page: https://github.com/themix-project/oomox
2) Go to the line with the link "Arch Linux, Manjaro"
3) Press return on the link

Result: Orca stays on the link

Expected result: Orca should move on the anchor
