[orca-list] orca does not say the last line empty

hello,

between this evening and yesterday evening, something has to change in 
orca master. it no longer reads the last empty line of a document, 
pluma, gedit, etc etc

step to reproduce:

1. open pluma
2. write a sentence and then return
3. go back with the arrow and then back down
result: orca repeats the sentence
expected result: orca says empty.

if it is an explicit request that I missed, please excuse me, I am happy 
to adapt this new function :)
