Yes. Text-based installer is the only accessible release. Either
Ncurses-based, for braille, either pure CLI, for speech synth.

What next to do for configuring it?

Nothing. Just choose, when choosing additional packages, MATE desktop.
As you install in an accessible way (braille or speech), everything is
done automatically (including speakup configuration to make tty speak if
you install with speech).

How about having it start Orca on login prompt?

Automatic too.

And will the notifications for wifi, battery and other stuff be announced?

Yes.

Note that on Stretch, I believe that if you install through
speech/braille, MATE is choosen automatically as default desktop.
