As a fulltime MATE user, I can say for sure that the latest MATE is the most accessible so far. According to Pacman, this is version 1.12.1, although I also found that 1.10 was also very well built when it came to accessibility, which is most likely the version in Ubuntu-MATE 15.10. That said, I'm not able to comment on GTK3 builds, as I know for sure that both ArchLinuxARM and Arch Linux for i686 and x86_64 build against GTK2, and my guess is that Ubuntu-MATE also builds against GTK2. In any case, I personally feel that MATE is quite likely the most accessible desktop environment now, with the possible exception of GNOME3. Any remaining bugs are being squashed rapidly, both by Joanie and by the MATE team. Just a quick shout out to all those who have done so much to make a GNOME2-style interface that is far more accessible even than GNOME2 itself was.
