I regularly change Orca voice between English and Spanish, and this has no effect on anything other than 
orca's voice. 
I usually change using application specific settings as what ever language orca'sglobal default voice is set 
to is usually in  sync with the OS, and 
thus easier to use for most tasks. I change firefox, thunderbird or and editor, such as gedit or libreoffice 
writer's orca voice. The other technique is 
to set up a orca profile with a different voice. This is what I used when I had Voxin's Spanish voice 
installed.
