Keyboard layout and language and localization setting are separate things. 
You will need to set up keyboard layout switching and that includes both defining a language and maybe 
varaiant and setting up a key comboination to 
switch between layouts. 
This is easy in mate. In prefferences you can find the keyboard stuff. 
In gnome I've had trouble getting layout switching setup, and then sometimes it has not worked correctly,  so 
I made a little script that runs at 
startup, or can be run later if need be to defne layouts and how to switch between them.
With mate though, this is not needed.
