So I have reloaded now. Just installed espeak, thunderbird and 
configured my e-mail account in thunderbird. The same thing still 
appears. After switching the Language in orca I have the US-Layout until 
I reboot. Mate itself states that I only have the German layout 
installed and that it is active which it clearly isn't anymore. Honestly 
I don't know what to do about this. Restarting everytime I read a 
english article on the web will make me insane I think.
