Yes, Orca uses the Speech Dispatcher API to set the desired speech
parameters. Orca stores speech parameters itself.

As for other clients using Orca's settings, it will require Speech
Dispatcher to store client specific settings, which is not currently
done. There are plans to move Speech Dispatcher to GSettings, so Speech
Dispatcher will then be able to store client specific settings, such that
if another client wants to use Orca's settings as a base, Orca doesn't
even have to be running, as Speech Dispatcher can look them up.
