Hi Josh,
In my personal opinion Ubuntu 14.04 LTS is currently the best fit for
a child between 6 and 16. It is in fact what I use on my son's
computer, and thus far it is working out well. As has previously been
mentioned it has an easy learning curve, has good hardware support,
decent accessibility natively, and lots of games and other
applications that your kid will enjoy.
As far as desktop environment goes I wouldn't push Mate. I would allow
your child to choose which one suits him best. That is the advantage
of Linux and while you personally might like Mate your son might enjoy
Gnome, Unity, etc. So try and let him grow into the OS and select the
desktop environment that suits him best.

with windows, getting malware on my laptop and on his desktop that
recently broke and also getting into stuff he should not be. such as

think. also he got into youtube some video then asked me to get him
grand theft auto five. after reading reviews i told him flat out no if
you want it save money get it when you're 18 years old or so. I am
hoping ubuntu or some flavor like ubuntu mate 14.04 with some PPAs added
to keep some stuff more updated will make him more responsible with the
computer. and will also give me a way to have my windows laptop for my
own use that he will not be allowed to use, so i can keep up with the
windows accessibility. but yet at the same time I could then go upstairs
to his ubuntu desktop and keep up and play with the latest linux gui
accessibility as well. and not have to worry well are people gunna throw
bad stuff on his windows 7 or win10 machine through steam or some bad
website? and maybe he will learn responsibility from it too. I
understand orca now reads math-ml? does it work good? I plan on giving
him the mate desktop it has a windows theme with it. he can play roblox
with wine and minecraft natively. yes definitely mate for him. I would
let him have windows7 or 10 but he is at this point too irresponsible
with computers to be on windows.
