This turned out to be a totally different issue and arguably not a bug
-- at least not in Orca or Gecko.
There are two instances of the question text:
1. Immediately above the form field
2. In an off-screen label tag, combined with the displayed text of the
first form field.
The first is what you arrow to initially. The second, being a label, is
taken by Gecko and exposed as the accessible name of the first form
field. So when you down arrow again, you hear it again. This seems to be
a design decision on the part of the author rather than something for me
to fix.
This:
however as you press
down arrow one more time you will receive the whole question cut into
pieces (each word presented as a seperate line).
I've fixed in Orca (master and the gnome-3-14 branch)
